تاثیر سیاست‌های مدیریت آب‌های زیرزمینی در شرایط تعادل بر سطح زیر کشت چغندر قند در استان خراسان رضوی

چکیده

به منظور بررسی تاثیر سیاست‌های مختلف مدیریت منابع آب زیرزمینی بر روی سطح زیر کشت چغندر قند در استان خراسان رضوی از یک مدل برنامه ریزی ریاضی مثبت استفاده شد. مناطق مورد مطالعه شامل شهرستان‌های مشهد ، نیشابور، سبزوار، تربت جام و تربت حیدریه بود. اطلاعات مورد نیاز از طریق تکمیل پرسشنامه و همچنین بانک‌های اطلاعاتی و انتشارات سازمان جهاد کشاورزی و سازمان آب منطقه‌ای خراسان رضوی بدست آمد. سناریوهای مورد بررسی شامل افزایش قیمت آب، کاهش دبی برداشت آب از چاه و افزایش راندمان آبیاری در قالب بهبود مدیریت آبیاری و همچنین گسترش سیستم‌های نوین آبیاری بود که در قالب زیرسناریوهای متعددی بررسی گردید. نتایج مطالعه نشان داد که سیاست افزایش قیمت آب نه تنها منجر به کاهش شدید سطح زیر کشت چغندر قند می‌شود بلکه درآمد کشاورزان را نیز کاهش می‌دهد. در حالی که سیاست برداشت کمتر آب از چاه‌های کشاورزی کاهش کمتری را نشان داد. سیاست افزایش راندمان آبیاری همراه با کنترل سطح زیر کشت علاوه بر حفظ آب‌های زیرزمینی موجب افزایش سطح زیر کشت چغندر قند در الگوی کشت و درآمد کشاورزان ‌شد.
